France fears that the Mossad might kidnap or assassinate senior Hizbullah officials attending a conference in Paris, a Kuwaiti newspaper reported.
According to this article in the Jerusalem Post, French officials warned Israel that such an action on French soil would threaten French-Israeli relations.
According to France's sources, Israel would use captured Hizbullahis as bargaining chips to secure the release of IDF soldiers Eldad Regev and Ehud Goldwasser, who Hizbullah kidnapped last year.
Perhaps Paris could push Hizbullah for the release of Regev and Goldwasser, rather than worry about far flung plots.
