if the gulf states (opec) want to sustain there current levels of growth and have a bright financial future; NO PROBLEM!
let the foreign labor own a piece of the pie! this system works in u.s.a. . allow them stock options in the company, along with a real career, regardless if you just dig a ditch or do the math. budget profits for decent housing for crying out loud! a good nights sleep means a higher production curve. a dentist wouldn't hurt either. you will see significant differences in your countries progress if you use basic human rights, i mean; how many cars do you need or camels?
once you commit to your labor force; then commit to your infrastructure and green energy resources. in due time you will not need a foreign economy to create your own economic goals!
