President Peres selects who has first dibs on being Prime Minister.

It should be remembered that president Peres selects the person who will be asked to form the next government. Peres has a history of "rotten" tricks. Even though Netanyahu has the best qualifications to be selected, it is not for-sure that Peres will select him
