Jonathan,settlements are not an issue that"should be determined during diplomacy".They are located in Judea and Samaria which is within the Lsand of Israel and not the "West Bank" nor "Arab Occupied Territory".Please reread the San Remo Conference deliberations,the 1923 treaty between USA and the Mandatory Power,the Howard Grief-Shamgar correspondence.The Jews are settling in Jewish land in the Land of Israel.
