The only successful strategy to control and reverse guerrilla warfare tactics is to insert physical security for civilians to peacably pursue their political and economic preference. To advise soldiers to patrol only in areas not needing lethal force insures the success of guerilla forces who use lethal force on civilians in those very troubled areas. What naive nonsense! Why not just advise our forces to just patrol their own home base?
Only communists, socialists and Chicago democratic politicians rely upon the asymetrical distribution of armed force to attain their ideological goals.
