Much of the world uses voter ID, including Europe, Asia, Ilhan Omar's Somalia & much of South America. About 91% of Americans (of age) have a driver's license. This is not rocket science. Want to discourage ICE? Ensure that people at the polls are US citizens voting legally.

The SAVE Act is meant to make voting harder and more intimidating so people don't do it. When you combine it with ICE agents potentially being deployed at the polls, it's clear what Trump is trying to do before the midterms - make it harder to vote.
