How about this plan, also “in its early stages and needs development”:

Qatar is handed to Saudi Arabia, its 2 million slaves freed, its sovereign wealth fund used to compensate the victims of the terror it has sponsored for 30 years, its gas revenues sent to rebuild Gaza.
